This pic is from The Newspaper.com. It shows a speed camera in Mexico surrounded by a high fence and barbed wire. This could be the only way to protect these types of cameras from attack. According to the site, they're under attack worldwide on a regular basis. Doesn't bother me to see them burned up, shot up, or torn up out of the ground.
